Doug Bell is a registered Professional Engineer in 16 states and has over 50 years of experience in the engineering and construction industry. Mr. Bell has extensive experience managing design and construction projects for both governmental and commercial entities.

 

Mr. Bell’s areas of expertise include plant operations and maintenance, project management, sewage collection and treatment, municipal water supplies, stormwater management, private and public infrastructure development, and solid waste management, chemical plants (formaldehyde/methanol/natural gas), oil refineries, plant expansions, and overall site managing and training. He has designed injection systems for disinfection of treated water, prepared P&ID’s for modifications to process equipment, created construction plans and flow diagrams, and has also worked closely with plant operators to develop instrumentation and controls for process plants.

 

Mr. Bell has testified before numerous public hearings regarding proposed waste disposal facilities and has served as an expert witness. In 2006 he was selected as the Outstanding Engineer of the Year by the Travis County Chapter of the Texas Society of Professional Engineers. Mr. Bell holds a Bachelor of Science degree in Mechanical Engineering from the University of Texas at Austin. Mr. Bell is also a community leader and was the founder of a non-profit organization that assists homeless people in downtown Austin.

  • S. Lake Houston Pkwy, Houston, Texas - Retained by Equipment Management Services to examine the paving design and construction of a 30-acre site in northeast Houston on S. Lake Houston Pkwy. The site was developed for storage of large steel shipping containers. The paving failed after installation. Synergen was asked to review the engineering plans and the construction work that had been performed on the site.​
  • Bissonnet Street, Houston, Texas – Worked with the Upper Kirby Redevelopment Authority (UKRA) in examining documents (engineering drawings, RFI logs, contract, change orders) and interviewing engineers from Gunda (plans and specs) to make sure there was compliance with the industry standard of care. Provided expert witness assessment on the UKRA’s management of the contract between UKRA and ISI (contractor) and respect to the services provided by Gunda Engineering as the civil engineering consultant to UKRA.  ​
  • Quintana Road Emergency Sewer Bypass – Represented San Antonio Water System in and investigation of a sanitary sewer main collapse. Reviewed Case and reported to attorney. Report was submitted with findings. Case was settled for an undisclosed amount.​
  • Stormwater Mitigation Pond – Represented Yale Street Market Ponderosa LLC in an investigation of a gabion retaining wall in a stormwater mitigation pond. Expert report submitted with the reviews and findings. Deposition was taken for the case.​
  • Mesa Street Water Main Replacement – Represented El Paso Water Utility in an investigation of change orders on construction of a 24-inch water main. Expert report submitted with the reviews and findings.​
  • Water Utility District in West Texas – Represented  a Design Engineering Firm for a Water treatment plant's evaporation ponds that overflowed. Expert Report was written. Deposition was taken. Case settled for undisclosed amount.​
  • Brazos Presbyterian Towers – Assisted independent Living mid-rise buildings basements flooded during Hurricane Harvey. Determined cause of the flooding and reported to attorney. Certificate of Merit was submitted. ​
  • McCormick Residence – Represented a Luxury Home Builder and assisted on analysis of basement sump pumps that failed during a heavy rainstorm. Expert report written.​
  • Ruiz Foods Processing Plant – Represented Dennis Engineering & Construction in an investigation of the performance of the design/build firm on this $27 million manufacturing plant. Expert Report submitted. Deposition taken.​
  • Somerset Green Condominiums - Represented Development Houston in Town, LP (DHIT) in an error on the civil drawings caused soil to be moved twice during the site work phase of construction. Certificate of Merit submitted. ​
  • Parkview Apartments, Little Elm, TX – Represented GCRE/TX Main M, LLC Development Company in a large apartment complex that had drainage issues. The driveway paving is too high causing flooding of garages. Expert report submitted.​
  • Equipment Management Services - Investigation of failed pavement at a shipping container yard. Expert report submitted.​

  • Loft Condominiums in River Oaks, Houston – Represented Oscar Renda Construction. Loft owners alleged damages from vibrations caused by street reconstruction of Shepherd Blvd. Expert report submitted. Case settled for an undisclosed amount. 
  • Board Walk at St. Charles Bay, Rockport, TX – Represented Lamar Improvement District. Bulk head failure along St. Charles Bay, Rockport, TX. Reviewed case and prepared a Certificate of Merit.​
  • Harker Heights Medical Pavilion – Represented Freese Johnson Construction. Project had sewer lines under the foundation and had sags that restricted flow. Expert Report submitted.​
  • SH130 Slope Failure – Represented SH130 Concession Co. Owner asked for a report regarding design and construction of highway slopes at 4 land cuts. Expert report submitted.​
  • Paradise Cove Marina – Represented World Class Capital Group. 200 slip marina on Lake Travis was damaged during the floods on Labor Day 2015. Reviewed the work of the engineer hired by the insurance company. Expert report submitted. Case settled for undisclosed amount. ​
  • Midland Water Purification Plant – Represented CDM Smith and City of Midland. Contractor had made a claim for damages due to errors on engineering drawings and delays. Expert Report submitted. Case settled for undisclosed amount.​
  • Brodie Heights, Austin, TX – Represented Home Owners Association in a case of faulty and substandard construction of a condo complex. Prepared cost estimates for repair of the detention pond. Expert report submitted.​
  • Water Treatment Plant #2, San Benito, TX – Represented Defendant Cruz Hogan Consulting (Design Engineers). Plaintiff alleged faulty design of a membrane filter plant. Reviewed Case and prepared an Expert report. Case settled for an undisclosed amount. ​

Plaintiff alleged that repairs to a dam designed by our client caused a man to drown in the river at the outfall of the dam. Reviewed case and prepared a report. Case settled for undisclosed amount.​
  • Louisiana Segnette Park Flood Wall - Corps of Engineers project represented David Boland, Inc. (general contractor). A subcontractor sued the contractor for extra work claims. Review Case and prepared a report. Case settled for an undisclosed amount.​

  • Gulf Chemicals & Metallurgical Company – Represented Plaintiff in spent catalyst recovery plant. Client is suing a contractor and an engineer for damages caused by defects in design and construction of a water stop in an expansion joint in a foundation. Reviewed correspondence and other documents and visited site. Expert report written. Case settled for an undisclosed amount.​
  • Petrobras - COMPERJ Refinery – Represented Worley Parsons (EPC firm). Client needed help in justifying additional fees caused by changes in scope. Interviewed design team.  Prepared report on manhours and scope changes.​
  • BP Refinery – Represented Plaintiff, client was suing EPC contractor for delays and defects in association with the design and construction of a steam generating turbine. Reviewed documents, contracts, and plans. Inspected project site and submitted Expert Report on findings. Case settled in mediation for an undisclosed amount.​
  • Signal International vs. LeTourneau Inc. – Represented Defendant Offshore Platform Construction Company. Client was sued for construction delays on construction of an offshore platform. Reviewed documents, contracts, and plans. Expert Report written based on findings. ​
  • Hercules Offshore International – Represented Plaintiff Offshore Platform Operating Company. The offshore platform operating company sued a Malaysian contractor for delays on rehabilitation of an offshore drilling platform. Reviewed documents, contracts, and plans. Expert Report written on findings. ​
  • Martin House, Brenham, TX – Represented private homeowner. Foundation problems on a large residential home. Conducted site inspection and soils investigation. Expert Report written. Case settled in mediation for an undisclosed amount. ​
  • Ethanol Plant, Hereford, TX – Represented EPC Contractor (Defendant). An ethanol plant owner in the Texas panhandle sued the EPC contractor for delays. Reviewed documents, contracts, and plans. Expert Report written based on findings. 
  • Wells Branch Pkwy & Heatherwilde Blvd - Represented the developer (Plaintiff). The developer hired an engineering firm to design roads for a commercial subdivision.  Large delays were experienced because of poor execution by the engineer.  The engineer also committed errors and omissions. Reviewed engineer's plans for errors & omissions.  Analyzed delay claims. Expert report written. Case settled in mediation for an undisclosed amount.​
  • Hamilton Pool – Represented Earth Moving Contractor (Defendant). The earth moving contractor was sued by a central Texas county for releasing stormwater laden with sediments into a natural spring-fed pool at a county park. Prepared cost estimates for cleanup of the creek and the pool. Expert Report written. Case settled for undisclosed amount.​
  • Foundation Surgery Affiliates Clinic – Represented Plaintiff. Cracks formed in a foundation of a 10,000-SF building in west Houston. Inspected foundation and prepared a report.​
  • Wichita Falls Water Treatment Plant – Represented Construction Company (Plaintiff). A medium-sized city in Texas wrongfully withheld liquidated damages from client. Reviewed documents, contracts, and plans. Expert Report submitted. ​
  • Del Rio Water Treatment Plant – Represented Construction Company (Defendant). A medium-sized city in Texas sued several parties including Synergen's client for defective pipe support design. Reviewed documents and contracts. Expert report submitted. ​
  • Climb Tech v. Valcor – Represented the Manufacturing Company (Plaintiff). The manufacturing company invented a quick release expansion bolt that can be placed in a hole in rock or concrete.  Safety belts and other construction devices can be tied to the expansion bolt.  A sales and marketing firm infringed on the manufacturer's patent. Analysis of devices and preparation of an expert report. Case settled for undisclosed amount.​
  • Lake Erie Biofuels v. Bonham Group – Represented Plaintiff in Biofuels Refinery. The biofuels refiner contracted with an EPC firm to build a biofuels plant.  The original estimate was $42 million. The final cost was $68 million. Analysis of documents and preparation of an expert report.​
  • MODEC v Sime Darby Engineering – Represented an Asian offshore platform builder (Defendant). Client sued a subcontractor who built crude oil processing modules at their yard in Malaysia and shipped them to Singapore. In Singapore they were installed on the hull of a revamped oil tanker. The subcontractor failed to meet their schedule and requested hundreds of change orders. Analysis of thousands of documents and preparation of an expert report. Case settled for undisclosed amount.​
  • Hicks v. HDR – Represented HDR Engineering (Defendant). Chad Hicks suffered electrical shock at a WTP construction site.  He sued the masonry subcontractor, HDR, the owner, and the electric company. Analysis of reports and depositions. Expert Report submitted. HDR was released from lawsuit by judge.​
  • City of Robinson v. The Wallace Group – Represented City of Robinson (Plaintiff). The Wallace Group designed a lift station that was too small for the anticipated flow. Analysis of plans, specs, calculations, and depositions. Expert Report written. Case settled in mediation for an undisclosed amount.
