Mr. Sauer has over 10 years of experience in the construction industry including diverse construction and claims expertise as well as testimony in Alternative Dispute Resolution processes.

 

Mr. Sauer has experience performing construction project analysis and preparation of expert report for ICC arbitration panels to support construction claims resolution, and/or litigation and expert witness testimony. Specializing in forensic analyses and testimonies related to contract performance on all types of projects. These topics include delay, disruption, acceleration and labor productivity impacts.

 

He graduated with a Bachelor’s Degree in Mechanical Engineering from Georgia Institute of Technology with a focus on renewable energy technologies, environmental issues and sustainability. Course work includes Renewable and Sustainable Energy system design and Environmental Ethics.

 

Innovative technical skills in conjunction with strong analytical and documentation abilities bring cash to the clients. Relevant projects include, eight years building two integrated steel mill complexes in Brazil with capex value over US$ 11 billion. Participated and managed the litigation support for recovery of over $200 million in legal claims for heavy industrial projects, food processing plant, healthcare and residential mid and high-rise projects.

Highlighted Project Experience:

Integrated Steel Mill Complex –3.3 million tons / year, Brazil – Pecém

•US$ 5.5 Billion plus ongoing construction project involving more than 15,000 workers.

•Engaged by the owner to provide project oversight and claims management services for the construction of the greenfield steel mill complex in the state of Ceará, Brazil. Chris performed ongoing analysis of the importation and logistics services suggested solutions to problems and resolved claims related to delays to the importation process.

•Provide on the ground staff for the client’s claims management department analyzing claims against the owner, preparing claims for the owner and helped to mitigate future claims.

 

Greenfield Thermo Power Plant – 1.2 Gw, Brazil – Pecém

•Engaged by the owner to perform expert independent review and report for the claims related to the construction of the US$ 2 billion greenfield thermo electric power plant. Report assisted the owner in a contract termination decision-making process.

•Assessments of the contracts and budget updates in order to determine the best solution for project progress.

•Claims avoidance services in close collaboration with the client’s project manager, business management and legal teams.

 

ThyssenKrupp CSA, Integrated Steel Mill Complex– 5 million tons / year – Brazil - Rio de Janeiro

•$100 million plus of legal claims

•Preparation of ICC expert report for schedule and technology related damages.

•€6 Billion plus construction project involving more than 20,000 workers.

•Operating the Claims Management Department on site, in Brazil for ThyssenKrupp CSA during the construction of the ThyssenKrupp’s Atlantic Integrated Steel Mill Complex.

•Performed forensic As Planned vs. As Built schedule analysis. Responsible to work with the client’s personnel to identify, document and prepare claims for delay and time extension including preparing the complete claim presentations and drafting the claim notification letters. In the claim negotiation meetings participated in detailed discussions and prepared and presented rebuttal statements.

 

Cadereyta Refinery, Mexico

•$100 million plus of legal claims

•Performed forensic schedule analysis, causation analysis, prepared graphical presentation of findings and assisted in the preparation of expert reports. Work supported Expert Testimony in an ICC Arbitration proceeding.
