The Challenge
Rebuilding an Iconic Oceanside Landmark After Fire Damage
The Oceanside Pier, one of California’s most recognizable coastal structures, faced extensive damage when a massive fire erupted on April 25, 2024. The blaze, determined by the Bureau of Alcohol, Tobacco, Firearms and Explosives to be accidental and caused by an electrical issue, destroyed the former Ruby’s Diner, the Brine Box structures, and large sections of the wooden pier decking.
The fire created a complex environmental and safety scenario for the City of Oceanside. Ten months later, crews completed demolition of the most severely affected areas, allowing engineers to finally assess the condition of the pilings beneath the pier. What began as an estimated partial deck replacement quickly escalated, as contractors discovered that all structural components securing the decking required full removal and replacement.
The City of Oceanside approved additional resources to address the expanded scope, and required trusted environmental specialists to oversee hazardous building materials, ensure safe demolition practices, and maintain compliance with regulatory requirements. That’s where Ninyo & Moore, a SOCOTEC Company, played a critical role.

The Solution
Environmental Consulting and Hazardous Materials Management
Because the fire left portions of the Oceanside Pier structurally unstable, traditional pre-demolition evaluations could not be safely conducted. After coordination between the City of Oceanside and the San Diego County Air Pollution Control District (APCD), demolition proceeded under strict environmental oversight to ensure safety and regulatory compliance.
Ninyo & Moore, a SOCOTEC Company, provided comprehensive field support and environmental services throughout demolition, including:
- Hazardous Building Materials Abatement Oversight
- Air Monitoring during all demolition and abatement activities to detect any asbestos or other hazardous materials release.
- Bulk Sampling of suspect debris materials throughout the demolition process for proper waste characterization.
- Regulatory Coordination, in collaboration with the San Diego County Air Pollution Control District to establish approved protocols.
- Demolition Oversight for fire-damaged structures and decking.
- Close-Out Documentation summarizing findings, sampling results, and compliance activities.
Our team remained on-site to monitor evolving site conditions, guide safe removal practices, and ensure that all environmental protocols were followed. This continuous presence helped the City maintain momentum on a complex and sensitive project while protecting workers, the surrounding community, and the integrity of the rebuilding process.

The Results
Enhancing Safety and Resilience
The services provided by Ninyo & Moore, a SOCOTEC Company, supported both immediate safety needs and long-term recovery efforts for the Oceanside Pier, delivering important benefits:
- Safe and compliant demolition of unstable, fire-damaged buildings and decking
- Real-time environmental protection through active air monitoring and debris sampling
- Clear documentation to satisfy regulatory agencies and guide next steps
- Reduced project risk by identifying hazardous building materials early in the demolition process
By providing these services, our team helped the City of Oceanside advance the pier’s reconstruction with confidence, ensuring a safe foundation for its eventual rebuild—expected by 2027 with an investment of at least $17 million. The pier will once again serve as a community centerpiece for the region.
