The Challenge
Building a New Highway Through Coal-Rich Geology
The South Valley Parkway (SVP) project was developed to address traffic congestion and improve roadway safety along State Route 2008 in Luzerne County, Pennsylvania.
The project involved constructing a new 2.5-mile, four-lane highway along an undeveloped alignment connecting Hanover Township to the City of Nanticoke.
The corridor included several major infrastructure components:
- A split diamond interchange
- Six roundabouts, including five single-lane and one double-lane configurations
- Two bridges and a box culvert
- Seventeen stormwater management basins
Beyond its transportation objectives, the new alignment presented significant geotechnical and environmental challenges due to the region's coal-bearing geology.
Extensive excavation through bedrock containing coal and black shale was required, raising concerns about the potential formation of Acid Rock Drainage (ARD).
The presence of pyrite in the excavated rock created a risk of acidic drainage when exposed to air and water, making appropriate handling and disposal of acid-producing rock (APR) an important consideration.
The project area also contained two potential waste sites requiring further environmental investigation.

The Solution
Integrated Geotechnical Design and Environmental Risk Management
AEG, a SOCOTEC Company, provided design support throughout the project lifecycle, including technical consultations during construction.
Geotechnical Engineering Services
AEG performed several specialized services to support the highway alignment and associated structures:
- Subsurface Exploration
- Rock Slope Stability Analysis
- Rockfall Barrier Evaluation
- Blasting Oversight
- Acid-Base Accounting
- Foundation Recommendations: Developed recommendations for a 150-foot single-span bridge, a nearly 200-foot box culvert, and a 700-foot six-span bridge.
AEG also developed specialized excavation and disposal procedures for acid-producing rock, providing measures intended to mitigate potential environmental impacts.

Environmental Consulting Services
To investigate the two potential waste sites, AEG carried out environmental assessments and developed site-specific fieldwork documentation.
These services included:
- Phase II and Phase III Environmental Site Assessments (ESA) to investigate site conditions.
- Air Monitoring: Monitored volatile organic vapors and landfill gases using photoionization detectors (PID) and multi-gas meters.
- Health and Safety Plan: Established procedures to guide environmental field activities.
- Field Sampling Plan: Defined the approach for implementing the environmental site assessments.
These technical activities informed the project's engineering and environmental management decisions.
The Results
Advancing Transportation Infrastructure in Luzerne County
The completed South Valley Parkway established a new transportation connection between Hanover Township and the City of Nanticoke.
The corridor provides an alternative to the existing roadway network, supporting the project's objective of improving regional mobility and reducing traffic impacts on nearby residential areas.
AEG's involvement contributed to the development of the highway by providing site-specific engineering recommendations and environmental management procedures for the challenging conditions encountered along the alignment.
Its work helped inform design and construction decisions while addressing the technical requirements of the project's major structures.
The South Valley Parkway demonstrates AEG, a SOCOTEC Company's ability to support transportation infrastructure development in geologically complex environments, combining specialized investigations with practical engineering solutions.
