The Challenge 

Construction of a Major Corridor and Interchange Upgrade with Complex Infrastructure

The I‑5 – Marine View Drive to SR 529 Corridor & Interchange Improvements project was developed to enhance northbound I‑5 traffic flow and improve access between Marysville and I‑5 through a redesigned SR 529 interchange.

The project required construction across 2.33 miles and involved significant infrastructure elements.

Project quantities and key metrics included:

  • 2 New Bridge Structures
  • 2 New Sign Structures, 1 variable message sign, 2 new ramp meters
  • 5 Acre of Roadside Restoration
  • 7000 SF of Retaining Walls
  • 2.33 miles of stormwater drainage conveyance
  • Approximately 218,000 cubic yards of earthwork excavation and embankment
  • Approximately 35,000 tons of HMA
  • Approximately 200 cubic yards of Concrete Pave

A key challenge was the coordination of multiple complex construction activities, including bridge construction, roadway embankment, stormwater systems installation, and phased construction operations, all while maintaining traffic flow and meeting strict quality standards.

Building on the Design-Build experience established during the SR-520 program, AAR Testing & Inspection supported the I-5 – Marine View Drive to SR 529 Corridor & Interchange Improvements Project with an integrated, proactive quality oversight approach. Early alignment of inspection staffing, reporting, and coordination allowed AAR to operate efficiently.

AAR provided construction materials testing and quality assurance services during critical phases of work. By applying proven Design-Build inspection practices, AAR helped maintain inspection continuity, support schedule reliability, and reduce rework risk while reinforcing confidence in construction outcomes.

Project Features & Qualities:

  • Improved access: A completed SR 529 interchange, with new connections between Marysville and I-5.
  • Congestion relief: A new HOV lane on northbound I-5 will reduce backups and improve traffic flow from Everett to Marysville on both weekdays and weekends.
  • HOV lane compatibility and cost: A new HOV lane is compatible with the existing HOV system between Tacoma and Everett and requires the lowest capital and operating costs.
  • Bikes and pedestrians: Bike and pedestrian access maintained on SR 529.
  • Restore fish habitat: To mitigate this project, WSDOT restored about 12.5 acres of saltwater marsh habitat.
