Navigating the Challenges of Historic Renovation

Renovating a 120-year-old landmark property is never a simple task—especially when that building is the Aguilar Branch of the New York Public Library, located in the heart of East Harlem. With a $15 million improvement plan led by Shawmut Design and Construction, NYPL's goal was clear: to transform the library into a modern, inclusive space while preserving its architectural legacy. 

Yet, the path to renovation came with complex technical and regulatory challenges. As a Landmark Property, all work had to comply with stringent requirements of the NYC Department of Buildings (DOB) Policy 10/88. This meant that monitoring, inspection, and documentation needed to be flawless—with every movement tracked and every system validated. Failure to meet these expectations could have resulted in delays, violations, or costly rework. 

SOCOTEC and its subsidiaries were brought on board through a competitive RFP process, trusted to bring precision, technical expertise, and end-to-end oversight to the project’s Special Inspection scope.

The Solution

Tailored and Comprehensive Special Inspections 

To support the interior building renovation of this historic library, SOCOTEC delivered a fully integrated inspection and monitoring program, beginning in preconstruction and continuing throughout the project lifecycle. Our key contributions included: 

Prepared detailed reports documenting existing conditions of adjacent properties to establish a baseline before construction activities. 

Designed a comprehensive monitoring protocol in full compliance with NYCDOB TPPN 10/88, tailored to the project’s unique requirements. 

Implemented vibration, crack, and optical monitoring systems in accordance with TPPN 10/88. All equipment was installed and managed by SOCOTEC, with weekly reporting and immediate alerts for any detected movement. 

Supported the client in obtaining dismissal of DOB violations, helping maintain compliance and avoid delays.

Performed all required special, progress, and final inspections in accordance with NYC DOB regulations. 

Oversaw inspections for concrete, steel, masonry, welding, and other structural elements. 

Conducted inspections across all mechanical, electrical, and plumbing systems, including energy code compliance, sprinkler/standpipe, and fuel oil systems. SOCOTEC provided all testing, field inspections, and on-site engineering support. 

Verified installation and compliance of fire alarms, fireproofing/firestopping, and fire-rated construction assemblies. 

Performed NDT on welds to ensure structural integrity without invasive procedures. 

Delivered comprehensive, real-time reporting through SOCOTEC’s tablet-based Project Management Information System, enabling seamless collaboration and full traceability.
