The Challenge

Addressing Geotechnical Risks Across a Major Transportation Network

The Pennsylvania Turnpike Commission oversees an extensive toll road network that requires ongoing maintenance, infrastructure improvements, and timely responses to unexpected ground conditions. Managing these needs across multiple regions demands specialized engineering expertise capable of addressing diverse subsurface challenges while supporting the continued operation of critical transportation assets.

One of the primary concerns involves geologic hazards in Pennsylvania's karst-prone regions, where the dissolution of underlying rock can lead to sinkhole formation and ground instability. These conditions can affect roadway shoulders, ramps, bridge approaches, drainage areas, and adjacent right-of-way corridors, creating risks to infrastructure performance and public safety.

Beyond sinkhole activity, the Commission must address other geotechnical requirements associated with rock slopes, foundations, roadway stabilization, transportation facilities, and planned improvements. Each assignment presents distinct site conditions, requiring accurate subsurface data and practical engineering recommendations.

The challenge is to provide responsive, technically sound solutions across geographically dispersed locations, accommodating both planned projects and urgent infrastructure needs.

The Solution

Providing Systemwide Geotechnical Engineering Expertise

Geotechnical field equipment, traffic control cones, and utility investigation tools staged at a project site for the Open-End Geotechnical Services Contract

As prime consultant under the Open-End Geotechnical Services Contract, SOCOTEC, delivers comprehensive engineering support on an as-needed basis throughout the Pennsylvania Turnpike network.

Our team manages assignments from initial field reconnaissance through subsurface investigation, technical analysis, design development, construction-phase oversight, and final documentation. This coordinated approach enables the Commission to access specialized expertise tailored to individual site conditions and project requirements.

Our services include:

  • Geotechnical investigations: Site reconnaissance, subsurface exploration program development, and drilling coordination and inspection.
  • Laboratory testing and engineering analyses
  • Foundation engineering: Foundation recommendations and investigations supporting transportation infrastructure and sign structure.
  • Sinkhole evaluation and remediation design: Assessment of ground instability and development of site-specific corrective measures.
  • Construction monitoring: Field oversight to support the implementation of engineering recommendations.
  • Technical reporting: Documentation of investigation findings, analyses, and recommended solutions.

Developing Targeted Sinkhole Remediation Strategies in Karst-Prone Regions

A significant component of the contract focuses on identifying and addressing sinkhole-related hazards.

Following site evaluations and subsurface investigations, our engineers develop remediation approaches based on the geologic conditions and infrastructure affected. These strategies include compaction grouting programs, excavated sinkhole plugs, foundation stabilization measures, and site restoration plans.

Field oversight during construction helps verify that the proposed measures are implemented in accordance with engineering recommendations.

Additional assignments encompass rock slope assessments, sign structure foundation investigations, roadway and shoulder stabilization, and geotechnical evaluations for transportation facility developments.

Together, these capabilities allow our team to address a broad range of subsurface conditions while adapting its engineering approach to the specific needs of each location.

The Results

Supporting Safer, More Reliable Turnpike Infrastructure

Through this ongoing contract, SOCOTEC, provides the Pennsylvania Turnpike Commission with a consistent source of specialized geotechnical expertise for infrastructure maintenance, improvement, and emergency response assignments.

The contract supports several important objectives:

  • Infrastructure safety: Identifying geologic hazards and recommending measures to address ground instability.

  • Operational reliability: Supporting the maintenance and performance of roads, bridges, foundations, and associated transportation assets.

  • Responsive project delivery: Providing technical resources for both planned assignments and urgent geotechnical concerns.

  • Long-term asset performance: Developing practical recommendations informed by subsurface investigations and engineering analyses.

By combining investigation, design, and construction-phase support under a single contract, our engineers help the Commission make informed decisions and address complex ground conditions throughout its transportation network.

This collaboration demonstrates SOCOTEC's geotechnical engineering capabilities in supporting critical transportation infrastructure, from routine evaluations to specialized remediation and emergency response.
