Managing Stormwater Upgrades at an Active Port Facility
PhilaPort, the Port of Philadelphia undertook stormwater improvements at Pier 98 Annex, its largest pier, to support upgrades to an existing parking facility. The project involved the installation of four subsurface stormwater detention and slow-release structures, requiring coordination between environmental assessment, construction activities, field observations, and project closeout documentation.
As work progressed, soil stockpiles generated at the site needed to be evaluated to determine potential contamination levels and identify appropriate disposal facilities. Construction activities also required periodic field inspection and documentation to track progress, identify discrepancies between field conditions and design plans, and record changes occurring during construction.

AEG, a SOCOTEC Company initially provided environmental services before expanding its role to support construction oversight, documentation, and final project surveying.
The team provided the following services:
Environmental soil sampling and chemistry analysis: AEG sampled and analyzed waste soil stockpiles generated at the project site.
Clean-fill evaluation: Environmental soil sampling and chemistry analysis were performed in accordance with the Pennsylvania Department of Environmental Protection (PADEP) 2020 clean-fill policy.
Soil results assessment: Analytical results were compared with Statewide Health Standards to evaluate contamination levels and determine appropriate disposal facilities.
Environmental reporting: A summary report documented the findings and recommendations resulting from the soil assessment.
Construction inspection: An on-site construction inspector periodically observed and photographed construction activities throughout the project.
Design and field comparison: Field observations were compared with project design plans, with discrepancies identified and documented.
Construction documentation: Daily reports recorded construction progress, as-built changes, and contractor compliance with project specifications.
