The Challenge
Replacing 558 Bridges Within Three Years
PennDOT launched the $899 million Rapid Bridge Replacement Project as a public-private partnership (P3) initiative to replace 558 structurally deficient bridges across Pennsylvania within three years.
One of the largest bridge bundling efforts in the United States, the program sought to address critical infrastructure needs while minimizing disruptions to travelers and communities.
Most of the structures were small crossings in rural areas, making them suitable for standardized designs and faster construction. However, their geographic distribution and the volume of work created significant logistical and engineering challenges.
The accelerated schedule required simultaneous design reviews and coordination among multiple technical teams. Some packages submitted on Friday evenings had to be reviewed and resubmitted by Monday morning, leaving limited time for revisions.
These conditions made efficient project organization and technical accuracy essential to maintaining progress throughout the program.

The Solution
Multidisciplinary Engineering Support
AEG, a SOCOTEC Company, contributed to at least 400 of the project's bridges, delivering specialized engineering and technical services across several disciplines.
Its key contributions included:
- Geotechnical Engineering: Conducted coordinated design reviews and field inspections for more than 60 structures, managed boring preparation and inspection, reviewed 25 WEAP pile hammer reports, and performed laboratory testing at AEG's AASHTO-accredited and USACE-validated testing laboratory.
- Surveying: Completed base mapping and utility coordination for 56 structures, including deed research for properties within 300 feet of each bridge.
- Hydrologic and Hydraulic (H&H) Analysis: Developed and reviewed H&H models for 136 structures and conducted quality control reviews for 116 reports and interdisciplinary studies.
- Structural Engineering: Designed and prepared plans for multiple culverts, conducted shop drawing reviews and plan checks for 301 bridge designs, and performed quality control on structural plans.
- Civil Engineering and Construction Testing & Inspection: Provided additional technical support within AEG's overall project scope.

The Results
Delivering Reliable Engineering Support for Pennsylvania
Despite the demanding pace of the project, AEG, a SOCOTEC Company, consistently met deadlines and delivered high-quality engineering work, contributing to PennDOT's ambitious infrastructure objectives.
Its involvement demonstrated the ability to handle a substantial volume of assignments while maintaining the flexibility required for an accelerated statewide program.
The broader initiative was designed to improve transportation reliability and reduce disruptions associated with aging bridges, particularly in rural communities where these crossings provide essential connections.
The Rapid Bridge Replacement Project highlights experience supporting essential transportation, infrastructure modernization and complex public-sector engineering programs.
