The Challenge

Complex Waste Disposal Issues Across California

California is home to thousands of legacy waste disposal sites—some poorly documented, others entirely abandoned. Many of these sites pose significant risks to public health, safety, and the environment. Identifying, assessing, and mitigating these risks requires not only technical expertise but a deep understanding of evolving regulatory landscapes and environmental complexities.

Over the past two decades, CalRecycle has turned to Ninyo & Moore, a SOCOTEC company, to support its Closed, Illegal, and Abandoned Sites (CIA) Program. These projects are not confined to a single region or landfill; they span diverse terrains and community settings statewide, each presenting unique challenges—from incomplete historical data and unknown contaminants to budgetary and regulatory constraints.
