The Challenge 

Modernizing Washington's Express Toll Lane Corridor

The SR 167 Corridor Improvements Project supports the modernization of the Washington State Department of Transportation's (WSDOT) express toll lane system by replacing aging tolling infrastructure with updated electronic tolling technology.

The project aligns the SR 167 toll system with the I-405 Express Toll Lane network, creating a continuous 50-mile express toll corridor extending from SR 512 in Puyallup to the I-405/I-5 interchange in Lynnwood. The improvements are designed to provide a more consistent tolling experience while improving highway operations and travel reliability.

The project included:

  • Installation of 64 drilled shaft foundations supporting 37 sign structures, including 27 sign bridges and 10 cantilevers.
  • Installation of 294 permanent signs, including new electronic toll rate and travel signs.
  • Resurfacing of the southbound Green River Bridge.
  • Lane reconfiguration to expand roadway capacity.

Delivering these improvements required construction activities within an active highway environment while maintaining toll operations and minimizing impacts to ongoing transportation activities.

Additional project challenges included:

  • Nighttime and staged traffic control required to limit lane closures while maintaining corridor mobility.
  • Strict interface requirements between roadway work, electrical systems, and WSDOT’s regional tolling network.
  • Limited workspace constraints near median barriers, shoulders, and access areas.
  • Coordination with multiple stakeholders, including WSDOT’s Toll Division, electrical subcontractors, and ITS vendors.

Working closely with the contractor and WSDOT technical teams, our team helped verify that tolling equipment foundations, electrical installations, communications infrastructure, and structural components met project specifications while construction progressed within an active highway corridor.
