Coordinating Two Culvert Replacements
The SR 3002 project involved the concurrent replacement of two culverts over Horse Valley Run in Perry County, Pennsylvania.
Managing both replacements simultaneously called for careful coordination across multiple technical disciplines while keeping the project on schedule and within budget. An integrated approach was essential to align environmental requirements, field surveys, geotechnical investigations, permitting, and design deliverables.
Environmental considerations were also central to the project, requiring coordination related to waterways, wetlands, threatened and endangered species, and erosion and sediment control.

AEG, a SOCOTEC Company, coordinated a multidisciplinary scope of work to support the successful delivery of both SR 3002 culverts replacements.
As Prime Consultant, our team was responsible for project management, planning, cost control, and coordination.
Services and technical deliverables included:
- Waterway and wetland delineation
- Threatened and endangered species agency coordination
- Level 1B Categorical Exclusion documentation
- Erosion and sediment control plans
- Individual NPDES permits for each crossing
- Oversight of Hydrologic and Hydraulic (H&H) reports
- Field surveys and property research, including PA One Call coordination, culverts feature documentation, deed mosaic assembly, preparation of Intent to Enter letters, surveys of existing headwalls and wingwalls, and property ownership and tax map research
- Type, Size, and Location (TS&L) reports for both sites
- Maintenance and Protection of Traffic (MPT) plans
- Boring contract administration
- Geotechnical laboratory testing in AEG’s AASHTO-Accredited and USACE-Validated laboratory
