The Challenge

Developing Infrastructure to Support Essential Transportation Services

STEP, Inc., a nonprofit community action agency serving Lycoming and Clinton Counties, required a new facility to accommodate its expanding transportation operations.

The organization plays an important role in helping residents access essential destinations, including healthcare facilities, workplaces, educational institutions, and shopping centers. Supporting these activities over the long term called for a dedicated campus capable of meeting the operational needs of its vehicle fleet.

The development brought together several facilities within a single location:

  • A 48-bay vehicle maintenance and storage garage for fleet servicing and accommodation.

  • An administration building for organizational activities.

  • A vehicle cleaning center for routine fleet upkeep.

Delivering this multi-building development also required technical oversight of construction materials, structural elements, and exterior building systems.

With the project intended to serve as a long-term operational base, maintaining construction quality and meeting applicable standards were key priorities throughout development.

The Solution

Specialized Testing and Inspection Services Throughout Construction

The Results

A New Operational Home for STEP's Transportation Network

Officially opened in June 2026, the STEP Transportation Facility provides a purpose-built base for the organization's transportation activities.

The completed development represents an important investment in local public transportation infrastructure, establishing a permanent location designed to accommodate continued organizational growth.

By bringing essential operational functions onto one campus, the facility provides STEP with the physical resources needed to manage its fleet and maintain transportation services across the region.

For local communities, this investment supports the long-term availability of transportation options that help residents remain connected to important services and opportunities.

SOCOTEC involvement demonstrates the value of specialized engineering support in delivering public infrastructure projects where construction reliability and long-term functionality matter.
