Advance Testing, a SOCOTEC Company, provided comprehensive construction materials testing, laboratory testing, and special inspection services for the IBM 300MM Project, a $2.2 billion semiconductor manufacturing facility in East Fishkill, New York.
Key Information
Project Name: IBM 300MM Project
Client: The Whiting-Turner Contracting Co.
Location: East Fishkill, NY
Services Provided: Laboratory Testing, Building Code Special Inspections
The Challenge
Supporting the Construction of a Semiconductor Foundry
The IBM 300MM Project involved the construction of a $2.2 billion state-of-the-art manufacturing facility for semiconductors and advanced technologies, recognized at the time as the largest private sector project in New York State history.
The project included the construction of multiple new buildings, the rehabilitation and retrofitting of existing structures, and the installation of an extensive pipe trestle network designed to carry various piping systems throughout the complex.
The scale of construction presented unique challenges. Drilled caissons were used to support the pipe trestle system, requiring extensive inspection activities, subsurface exploration, and confined space entry and monitoring. Construction operations were managed across multiple phases, with The Whiting-Turner Contracting Co. employing up to twelve superintendents and more than 1,200 tradespeople at peak construction.
Delivering quality assurance across a project of this size required consistent coordination, technical expertise, and comprehensive documentation throughout construction.

The Solution
Construction Materials Testing and Special Inspections
Throughout the project, Advance Testing, a SOCOTEC Company, provided comprehensive construction materials testing, laboratory testing, and special inspection services to support multiple phases of construction.
Our team included a dedicated project manager, up to twelve field technicians, and two remote fabrication facility inspectors, providing continuous support throughout the project.
Services performed included:
- Soil Compaction Testing
- Bearing Capacity Inspection
- Utility Installation Inspection
- Reinforcing Steel Inspection
- Concrete Testing & Inspection
- Bolting Inspection
- Welding Inspection
- Laboratory Testing
- Building Code Special Inspections
In addition to performing testing and inspections, our team supported extensive inspection activities associated with drilled caissons, subsurface exploration, and confined space entry and monitoring for the pipe trestle network.
An elaborate system of checks and balances was implemented to verify compliance and distribute project documentation to the appropriate project stakeholders throughout construction.
