The redevelopment of New York City’s Penn District is one of the most transformative projects in recent history. With over $2 billion in construction value, the project covers millions of square feet across:
- PENN 1 (1 Penn Plaza): Renovation of a 57 Story Building into a modern office building
- PENN 2 (2 Penn Plaza): Renovation of 31 Story Building, including new 8-story addition
- Penn District (Penn Plaza): Renovation of the area from W31 to W34 and 8th Ave to 9th Ave. Includes various fit-outs of commercial spaces and paving work.
At the heart of the redevelopment, PENN 2 (formerly known as 2 Penn Plaza), built in 1968, posed unique technical challenges. The tower, located directly above Penn Station and adjacent to Madison Square Garden, needed to be transformed into a world-class building while remaining operational for tenants. The reskinning of the facade, installation of new mechanical systems, and extensive interior upgrades required a highly coordinated and precise approach.
Maintaining safety, compliance, and quality in such a high-profile redevelopment demanded experienced special inspectors capable of managing large-scale inspections without causing project delays.

From 2018 to today, our team has been responsible for inspections, monitoring, reporting, and sign-off for the full scope of redevelopment.

- All Structural Inspections and Material Testing for steel, concrete, and masonry.
- All MEP and Life Safety Inspections
- Energy Code Progress Inspections to safeguard life safety systems.
- Seismic and sound monitoring in accordance with New York City Transit (NYCT) requirements.
- Mechanical Inspections covering plumbing, sprinklers, standpipes, and other critical systems.
- National fabrication shop visits to ensure compliance at the source.
- Digital reporting and quality audits using SOCOTEC’s proprietary tablet-driven Project Management Information System.
- Fire Alarm Consulting
All inspections were managed through SOCOTEC's proprietary tablet-driven online Project Management Information System, ensuring real-time reporting, seamless communication, and complete documentation throughout the project lifecycle.
