The Challenge
Building a World-Class Casino on an Accelerated Schedule
The Resorts World Catskills Casino represented one of New York State's most significant hospitality and entertainment developments. Located on a 1,700-acre site, the project was selected by the New York State Gaming Commission as one of only four locations authorized to develop and operate a full table gaming casino.
The development extended far beyond the casino itself. Early site work included the installation of new roadways, water and sewer utilities, a new traffic circle at Exit 106 off Route 17, and an approximately 8,000-foot, four-lane entrance road designed to improve access to the property.
The primary phase of construction included:
- A below-grade parking garage
- An 80,000-square-foot casino
- A 17-story hotel with 390 guest rooms
- Conference, meeting, and banquet facilities
A strict project schedule added another layer of complexity. Construction of the main casino and hotel facilities had to be completed within 24 months to satisfy licensing requirements.
Following completion of the initial development, the project expanded with the construction of an Entertainment Village, featuring a 124,000-square-foot, six-story building with an additional 100 hotel rooms, restaurants, a nightclub, and retail space.
The scale, complexity, and pace of construction required consistent testing, inspection, and quality verification throughout every phase of development.

Our team partnered with EPR Properties and Empire Resorts to provide comprehensive testing, inspection, and laboratory services throughout construction of the casino, hotel, infrastructure, and Entertainment Village.
To support the project's demanding schedule, Advance Testing established a custom-designed accredited laboratory and concrete curing facility directly on the project site, allowing testing activities to be performed efficiently while supporting ongoing construction operations.
