The Challenge
Improving Stormwater Management in Philadelphia
Wissinoming Park was part of Philadelphia’s Green City, Clean Waters initiative, which incorporates Green Stormwater Infrastructure (GSI) to improve stormwater management across the city.
Green Stormwater Infrastructure (GSI) uses nature-based features such as rain gardens, bioswales, and permeable pavement to capture and manage stormwater close to where it falls.
Construction took place within an urban environment where field activities had to account for existing utilities, water infrastructure, and access constraints. These conditions added complexity to day-to-day construction activities.
The work also required careful attention to construction safety, evolving field conditions, and communication among project stakeholders.

Full-Time Construction Inspection
AEG, a SOCOTEC Company, maintained an on-site presence throughout construction, providing inspection and project coordination from pre-construction activities through final closeout.
Responsibilities included:
- Coordinating the pre-construction meeting
- Reviewing plans and specifications
- Tracking submittals and generating quantities
- Documenting progress through photographs and reports
- Attending construction meetings and monitoring the schedule
- Communicating with project managers and designers
- Tracking change orders and certified payroll efforts
- Monitoring utility conflicts and coordinating water valve operations
- Ensuring compliance with NPDES requirements
- Overseeing the contractor’s safety program
- Facilitating access for nearby businesses and residences
- Conducting the final walk-through
- Coordinating as-built plans
- Managing project closeout
This continuous field presence gave AEG visibility into day-to-day activities and enabled the team to address inspection and administrative responsibilities throughout the assignment.

The Wissinoming Park assignment formed part of an open-ended planning and design contract for GSI projects with the City of Philadelphia.
