Philadelphia Special Inspections Requirements

The City of Philadelphia requires special inspections to confirm that construction materials, installation methods, fabrication, and structural components comply with approved construction documents and applicable building code requirements.

The Philadelphia Department of Licenses and Inspections (L&I) , which is the building department, sets the rules. The Philadelphia Building Construction and Occupancy Code (Title 4) and Chapter 17 of the Building Code define what must be inspected. L&I also decides who can perform the work: only registered agencies and registered individuals may carry out special inspections in Philly.

Special Inspections Form and Documentation Support

Special inspections forms and reports are a major part of the work. We prepare, review and submit the special inspection forms L&I requires, including progress reports, final reports and completion notices. A supervising registered professional signs and seals the required statements. You get organized records and a clear audit trail.

FAQ - Philadelphia Special Inspections

Special inspections verify that selected construction materials, installation methods, fabrication, and structural components comply with approved construction documents and applicable building code requirements. They help identify discrepancies and provide documented information about construction quality and compliance.

Typically, any permitted construction project with structural, fire-resistance or envelope elements that the code lists can trigger special inspections:

  • Reinforced concrete, steel framing and high-strength bolting
  • Soils, fill placement and deep foundations
  • Demolition and underpinning
  • Alterations that affect existing structures
  • Fire-resistant materials, masonry and seismic systems

The International Building Code (IBC) establishes the standard, baseline technical framework for special inspections across structural and fire-safety systems. Philadelphia L&I special inspections adopt the IBC baseline but add stricter local city amendments, specific agency licensing requirements, and mandatory triggers for local risks like underpinning, adjacent excavations, and historic building protection.

A special inspection agency is an agency licensed and registered by the City of Philadelphia L&I to perform special inspections in specific categories. Its inspectors must also hold the appropriate registrations and qualifications for the work they perform.

The owner or the owner’s representative typically retains the agency, not the contractor, which preserves independence. Your design professional can advise on how to structure the engagement.

Before the work starts. Early document review prevents delays, and some activities, such as soils, demolition and foundations, begin inspection at the earliest stages.

Relevant documents may include your Statement of Special Inspections, construction permit, approved plans and specifications, and applicable inspection schedules. SOCOTEC can review the available project documents to help establish the appropriate inspection scope.

The Statement of Special Inspections is a mandatory document that identifies the inspections and tests required for your project, along with the applicable responsibilities. Prepared by the registered design professional of record, it lists the materials, structural systems, and fabrication methods that need monitoring during construction.
