Mr. Biddle is a Senior Principal of SOCOTEC. He has more than 25 years of experience in civil engineering design, construction management, and project consulting. He has extensive knowledge of construction management practices as well as specialized skills in estimating, scheduling, project costs, and project management for a wide range of complex construction issues.

 

Mr. Biddle has been directly involved in the design, engineering, construction, and analyses of numerous environmental, commercial, industrial, infrastructure, and tunneling projects. He has prepared evaluations and assessments of numerous disputes and has testified in legal proceedings as an expert on cost and damages, estimating, scheduling and project delay, labor and equipment productivity, and a host of other topics. Mr. Biddle also provides proactive project consulting services for projects prior to and during construction.

 

Mr. Biddle’s background, along with his ability to simplify and effectively communicate complex issues, has proven to be a valuable asset to some of the premier owners and contractors in the country. -Mr. Biddle joined PBSJ in 1994 as an Engineer in Training with multiple responsibilities relating to the civil engineering design and construction of various commercial development projects. He quickly worked his way up to Project Engineer where he was responsible for the complete engineering design, permitting and construction of multiple development projects

-Mr. Biddle obtained his Professional Engineer’s license in 1998, becoming a Senior Engineer at PBSJ. In this position, he was personally responsible for the detailed design and construction of numerous commercial projects ranging in size from 2 acres to 350 acres. He was responsible for complete civil engineering design including: site selection and due diligence, site master planning, layout of infrastructure and utilities, site grading, hydrological analysis, stormwater management design, water and sanitary sewer design and erosion control design.

-While at PBSJ Mr. Biddle also provided construction management services such as: preparation of engineer’s estimates, preparation of bid documents and specifications, facilitation bidding and contract awards, contract administration during construction, value engineering, project scheduling, review of shop drawings and submittals, responding to RFI’s, facilitating of on-site construction progress meetings, site inspections and construction quality control and pay application review and approval.

-In 1998 Mr. Biddle joined A. W. Hutchison and Associates as a Consultant where he developed specialized skills in the evaluation and analysis of various disputes relating to construction projects. He has advised extensively and prepared CPM scheduling, estimating, cost and schedule evaluations, and project delay and impact analyses, as well as analysis of resources and productivity, quantification of damages, cost-to-complete evaluations and other services related to construction management and construction dispute resolution.

-In July 2005, A. W. Hutchison was acquired by Navigant Consulting, Inc. where Mr. Biddle became a Director in Navigant’s Construction Practice. As a Director with Navigant, Mr. Biddle provided expert construction management consulting, review, analysis, evaluation and testimony for an array of corporate, government and international clients in the environmental, infrastructure, tunneling, institutional, retail, and commercial construction industries

-Mr. Biddle founded A R Biddle & Associates in August 2009 to provide expert construction management consulting and dispute resolution services.

-In July 2016, A R Biddle & Associates was acquired by SOCOTEC where Mr. Biddle joined as a Principal and head of the Southeast office.
