About Lee Ping KWAN

Mr. Kwan is a Registered Architect, Certified Building Official, Certified Floodplain Manager and LEED Accredited Professional with varied expertise at the intersections of design, building code and accessibility, zoning, municipal approvals, flood mitigation, decarbonization, and public policy. He has testified as an expert witness in litigation cases, successfully obtained code variances on projects of all sizes, and helped author several high-profile publications surrounding New York City’s Local Law 97.

He consults on projects at all stages of development from concept to sign-off, often in collaboration with other divisions at SOCOTEC, and switches hats as needed between Building Envelope, Energy & Sustainability, and Code & Planning. Currently, he is helping with the development and implementation of custom AI tools within the Code & Planning division.

Mr. Kwan was previously Senior Architect in the NYC Department of Buildings’ Technical Affairs and Code Development Unit; prior to that, he was a senior designer at Kohn Pedersen Fox Associates (“KPF”). He serves on code development/interpretation committees at national and city levels and has been an invited lecturer/guest critic at the graduate architecture programs of Columbia, Yale, Pratt, and NYIT.
