Leading this year’s promotions are several distinguished professionals who have advanced to Principal and Vice President roles across SOCOTEC US. Representing expertise in engineering, advisory, compliance, operations, and technical consulting, these leaders continue to strengthen our ability to support complex projects and deliver trusted solutions nationwide. Frank CARINO, Principal

Frank CarinoFrank is one of the most innovative construction professionals in Florida with a reputation for fostering a team environment marked by collaboration, effective communication, and extraordinarily high standards.​ He has more than a decade of construction experience in South Florida and has built a reputation among his colleagues for integrity and transparency. He’s known for his ability to lead teams that keep projects on schedule and within budget and for partnering with contractors and engineers in a manner that successfully keeps his projects on track.​ Prior to joining SOCOTEC (Formerly DSS Condo, LLC), Frank spent seven years at FLC Concrete Restoration and Waterproofing as a senior project leader and client liaison. ​

Eric CHEIFET, Vice President and Principal Engineer

Eric CheifetMr. Eric Cheifet serves as Vice President and​ Principal Engineer of SOCOTEC’s Advanced Engineering Services. His works focus on the fields of stress analysis and fitness-for-service (FFS) assessments, including deterministic and probabilistic fracture mechanics approaches. Mr.Cheifet specializes in finite element analysis (using ANSYS) to assist in failure and root cause determination, including repair procedures.​ ​These analyses can also address concerns of residual stresses, vibration, fatigue, and creep,​ among others. His expertise extends across the transportation, infrastructure, building services, and energy industries. Mr. Cheifet has also worked extensively in design and structural analysis of aircraft airframes and components, specifically on the CH-47 Chinook helicopter. ​

Jeffrey DALGITY, Principal

Jeff DalgityMr. Dalgity has extensive experience in providing geotechnical and materials testing and deputy inspection services on various public works projects. He is very experienced with various testing and inspection procedures and project close-out requirements. He also performs quality control and inspection for underground utility, foundation and shoring construction including inspection during tieback shoring/wall construction. His laboratory testing experience includes concrete, soils, aggregates and asphalt/concrete. As Inspection Services Manager, he also provides technical oversight and training for
field and laboratory technicians.

April PARRISH, Principal

April ParrishArpil Parrish brings more than 15 years of experience in construction consulting, scheduling, and accounting, specializing in claims analysis and dispute resolution. Her expertise includes evaluating defective work, schedule delays, change orders, cost overruns, productivity losses, weather impacts, disruptions, and project terminations. She has performed detailed analyses of cost and schedule impacts, fabrication delays, productivity issues, and critical path scheduling across a wide range of projects, including airports, stadiums, convention centers, industrial facilities, highways, hotels, and residential developments. Ms. Parrish also has extensive experience assessing financial damages in complex commercial disputes through forensic investigations, audits, and payment dispute evaluations, supporting owners, contractors, and subcontractors throughout the construction process.

Rupert PRICE, Vice President and Principal Engineer

Rupert PriceWith more than a decade of experience in structural design and forensic engineering, Rupert Price specializes in litigation support involving construction defects, structural failures, site injuries, and construction disputes. Before joining SOCOTEC, he held leadership roles at Thornton Tomasetti in London, Abu Dhabi, and Chicago, building extensive international expertise in structural engineering and building performance analysis. Licensed across multiple U.S. states and a Chartered Member of the Institution of Structural Engineers in London, Mr. Price combines advanced technical knowledge with practical, solution-oriented insights. He holds a Master’s degree in Civil, Structural and Environmental Engineering from the University of Cambridge.

Trevor RABIDOU, Principal

Trevor RabidouTrevor Rabidou has more than eight years of experience in code consulting and fire protection engineering, specializing in fire and life safety for both new construction and existing buildings. His expertise includes building, fire, life safety, and accessibility code compliance in accordance with local, national, and international standards, including the IBC, IFC, and NFPA codes. He has extensive experience in egress analysis, fire resistance, smoke management, and fire protection systems, with a strong focus on performance-based design, fire and smoke modeling, and structural fire resistance analysis. Mr. Rabidou is also a Certified Firestop Special Inspector and a Registered Accessibility Specialist in the State of Texas.

Jared RECLA, Principal

Jared ReclaMr. Recla provides oversight of the field technicians and inspection staff, training of new employees, and training on new methods and policies. He is thoroughly knowledgeable regarding the standard test methods for all of the tests performed by a field technician and inspector including in-place density, maximum density-optimum moisture relationship, sieve analysis, concrete strength testing, steel reinforcement, concrete and masonry testing. He is also thoroughly knowledgeable of the special inspections required, including inspection of soils, reinforced concrete, prestressed concrete, and spray-applied fire-proofing, and additional applicable tests. Mr. Recla is responsible for regular safety training tailgate meetings and maintains proper and complete files of field and laboratory data, reports, letters, and other pertinent project data, as well as
maintains communication with the Project Manager regarding all aspects of the field operations.

Annie THERRIEN, Principal

Annie TherrienMrs. Therrien is an experienced Fire Protection Engineer with over fifteen years of experience in fire protection and life safety code consulting, performance-based design (fire modeling and egress modeling), drawing reviews, and delivering unique solutions to projects. Mrs. Therrien's expertise extends across various industry sectors including residential, mixed-use, healthcare, hospitality, government, education, cultural & entertainment, and commercial. Mrs. Therrien focuses on compliance for building code, life safety code, smoke control systems, as well as fire protection engineering, architectural and engineering design consulting, plan reviews, and agency coordination and approvals.
